Microsoft human resources just sent me a form to fill out to identify my sex and race. What does it mean?

I applied for a job with them about a year ago but I never heard back. Now out of the blue I receive a letter from them asking me to fill out my sex and race (only if I want to, of course) and send it back to them. Does this mean they want to offer me a job soon or do they do this with everyone?
P.S. It was a letter, not an email.

I would be really careful who you send info about yourself to. Before you give any info, contact someone at microsoft by phone to see it was actually them that sent you the request for information. It could be someone that wants to steal your identity or something like that.
